Governments had a golden opportunity to deal with the twin challenges of climate change and protecting the ozone layer, and governments took it.

– Achim Steiner, the Executive Director of the United Nations Environment Programme (UNEP – nice website), on the news that the deadline for phasing out HCFCs has been brought forward by ten years. Nearly 200 governments have agreed a new worldwide phase-out deadline of 2030. Given the global warming potential of HCFCs (far more potent than CFCs, the ozone-depleting refrigerant and aerosol-spray gas), according to the BBC, the US administration claims the move will be twice as effective as the Kyoto Protocol for stemming greenhouse gas emissions.
